Putnam County heroin bust leaves three facing charges

A drug bust in Hurricane has three people facing multiple charges after officials said they found heroin and needles within reach of a child Wednesday.

Joshua Perkins, Brittany Johnson and Mitchell Kiman were arrested by the Putnam County Sheriff's Department Special Enforcement Unit, according to a criminal complaint filed in Putnam County Magistrate Court.

After executing a knock and talk at Perkins' and Johnson's residence in the 100 Block of Clayton Avenue, Johnson invited officers into the residence.

Inside, officers found Kiman and Perkins with his 18-month-old child. Following an admission from Kiman that needles and heroin were in his pockets, officers observed several lines of heroin and Tramadol on a kitchen counter next to the child's drinking cups and subsequently searched the residence.

One officer found needles in a dresser drawer sitting against the toddler's bed, with empty wrappers and baggies atop the dresser. All the items were within reach of the child, according to the complaint.

Johnson, the child's mother, told deputies, "I can't believe [Perkins] had that in there by her bed - all that stuff is supposed to be on top of the kitchen cabinets."

Deputies learned during the investigation that Perkins and Kiman had traveled to Huntington and purchased 2 grams of heroin. The pair were using the Tramadol to cut the heroin in order to have more product to sell, the complaint says.

Perkins' phone also received multiple text messages during the investigation from an individual outside the residence who admitted he came to purchase heroin from Perkins. The complaint identifies that person as Timmy Garret. It's unknown if charges were filed against Garret.

Johnson is charged with possession of a controlled substance. Perkins is charged with possession of a controlled substance with intent to deliver, delivery of a controlled substance, conspiracy and child neglect creating the risk of injury. Kiman is charged with possession with the intent to deliver and conspiracy.

Perkins is being held in the Western Regional Jail on $100,000 surety/cash bond. Kiman is being held at Western Regional Jail on $50,000 surety/cash bond. No record was available on Johnson.
