The owners of a Putnam County roofing company were indicted by a Kanawha County grand jury earlier this month on charges alleging they misled consumers and received money for work they never completed.
David E. Brinegar and Stacy M. Brinegar, both of Scott Depot, who own Great Finishes LLC roofing company, were indicted on charges of obtaining by false pretenses.
The indictments were returned following a joint investigation between Kanawha prosecutors and West Virginia Attorney General Patrick Morrisey's office, according to a news release Monday from Morrisey's office about the investigation.
In July, Morrisey's office filed a lawsuit against the company and its owners claiming that it would collect down payments for roofing jobs but never complete those jobs. The lawsuit also accused the company of failing to provide a three-day cancellation notice or its contractor's license number within contracts, failing to complete work by the date promised and conducting business in a deceptive and fraudulent manner.
According to Morrisey's release, the company was paid $23,000 in down payments in St. Albans, Oak Hill and Dunbar for roofing jobs that were never completed. In Huntington, a woman paid nearly $10,000 for no work and a refund of just 25 percent of her down payment.
One consumers recouped money by disputing the charge with his or her credit card company, another filed a complaint with Morrisey's office, the release states. The company still owed about $15,000 to consumers in July, according to the release.
The company was also indicted earlier this month in Kanawha on a charge of obtaining by false pretenses, according to Morrisey's release.
